SEMO EMS NETWORK MINUTES
April 25,2003
MEMBERS PRESENT:
Mary Chappius, Todd Ransom, Marty Fowler, Tami Kiefer, Jeff Cole, Kendall Shrum, Larry Chasteen, Allan Benson, Larry Davis,Brad Golden, Shane Lockhard, David Cooper.
APPROVAL OF MINUTES:
A motion was made to accept the minutes as written. Minutes approved.
FINANCIAL REPORT :
The financial report was submitted. We have a net balance of $7086.89. See the enclosed attachment for additional information. Jeff Cole will be checking with 1 st Mo. Bank on a money market that earns 3% interest.
COMMITTEE REPORTS:
SEMO Regional EMS Committee: Jeff Cole reported the SEMO Regional EMS Committee has written and completed the trauma transport protocols and diversion plan and are awaiting approval at the upcoming meeting. They will then be sent to SAC for their final approval.
No one was present to report on the EMS Education Task Force.
OLD BUSINESS:
BEMS AED grant: Awaiting disbursement. Each county will receive 1 unit. The county will have to be responsible for the unit as well as training for the individuals who use it.
EMS Legislative Day: It was reported that the EMS Day was beneficial but had a smaller group than normal that attended.
OLD BUSINESS CONTINUED:
Board Training: Terri Ellsworth is seeking new or updated training video’s for board members.
NEW BUSINESS
HB 303 was passed and sent to the Senate. This bill was proposed by Abbott Ambulance and would establish a Critical Care Transport Team for all critical transports. This could reduce revenue for all services in the area. Contact your Senator and tell them you oppose this bill.
HB 308 and 412 was proposed by a Senator from Fenton. This bill will change the tax base from assessed value to auction value. This could reduce the tax base of all Fire Departments and Ambulance Districts dramatically. This is again a bill that needs to be opposed.
It was discussed that the St. Louis Fire Department was attempting to make shifts no longer than 12 hours at a time state wide. For more information contact Tammi Kiefer.
HIPPA - Discussed law enforcement issues and their need to know information pertaining to MVA’s and any types of criminal offenses. This information is all needed and necessary for them to complete their job.
Discussed who is responsible for HIPPA training for students. Randy Everett will be contacted on this issue.
Discussed with Arch exchanging of Pt. condition information by the ambulance personnel. This falls under health care operations and is allow by HIPPA.
EDUCATION :
CCEMT-P class - Shane advised the class would cost $1200.00 and would be 2 days a week. We would need a training entity possible Cape Career Center as a satellite station. It was discussed the need to try and go through the SEMO EMS Network and not through IHM thereby bringing in more funding to the network. This will be discussed with Randy.
Brad Golden would like everyone to make a list of needed classes that he may provide to services free of charge. Brad can teach a Haz Mat Operations course for Health Care providers. It is recommended students need a Haz Mat awareness class first. This is available on the internet free of charge. Go to the University of MO. Fire and Rescue Training Institute in your search engine and you can take this on line. This takes approximately 30 minutes to complete. A completion form can then be printed. Contact Brad for additional information.
